Biller Reinhart Engineering Group, Inc. performed Threshold Inspector duties as per Chapters 471 and 553 of the Florida Statutes for the 5-story condominium restoration project. The construction of the 5-story building (parking area with four elevated levels above) is deep a foundation system, including piles, pile caps, and grade beams; reinforced concrete slab on grade (grade floor – parking area under the building); post-tensioned reinforced elevated concrete slab (first elevated floor) supported by steel reinforced columns and walls; timber-framed construction for the first, second, third and fourth elevated levels with “Hurri-Bolt Tie-Down System”; pre-engineered metal plate connected timber roof trusses.

The subject building was experiencing structural deterioration (reported deterioration is mostly the OSB exterior wall sheathing on the first and second elevated floors) due to water intrusion, particularly around window openings. The building restoration project was limited to the exterior walls for the elevated first and second stories and will generally include replacement of deteriorated structural timber framing elements and particularly exterior wall sheathing as required to restore the structural integrity of the building.

The restoration project was required by the City of Bradenton to have Threshold Level inspections. BillerReinhart was requested to perform the duties of a Special Inspector. BillerReinhart reviewed available construction documents (drawings and/or specifications) and evaluated the proposed AdvanTec® Engineered Panels, ½ – inch thick, as a viable replacement for the existing OSB sheathing in terms of equivalent structural capacity and load imposed on the existing structure by the sheathing. BillerReinhart then performed site visits to observe project restoration construction, provided threshold inspection field reports for each site visit, prepared Threshold Inspection Summary Reports based on the field inspection reports to the owner or owner’s representative, enforcing agency, and contractor and issued a Final Letter of Compliance to the owner or owner’s representative, enforcing agency and contractor to close out permit.
